JOB DESCRIPTION– Maternity Cover (Immediate Start)

JOB TITLE:  Compliance & Administration Officer

MAIN PURPOSE OF THE JOB:

The role of Rural Development Programme (RDP) Compliance and Administration Officer is an important role, in the progressing of projects through all stages of the grant application process within the RDP/LEADER programme.  This member of staff is the conduit between the Development Officers who liaise with project applicants, Pobal who cross check against operational rules/guidelines and the LEADER Programme Manager.  The role requires a strong understanding of the NGO sector. The successful candidate will ideally have a solid understanding of the LEADER programme and requirements. A knowledge of CRM systems and Department Guidelines is important, in addition to monitoring project deadlines, and other important information., combined with an ability to be flexible in approach where possible.

MAIN PURPOSE OF THE JOB:

The role of Rural Development Programme Compliance and Administration Officer is seen as an important role, in the progressing of projects and their payments through the RDP / LEADER programme.  This member of staff will be the conduit between the Development Officers who prepare the claims, Pobal who audit the claim and the Dept. who make the actual payment.  It will require a thorough understanding of the programme rules and requirements, combined with an ability to be flexible in approach where possible.  The need to develop a strong understanding of the LEADER CRM system and Department Guidelines, is important in the processing of claims and returns, efficiently, in addition to monitoring project deadlines, and other important information.  For that reason, the RDP Compliance and Administration Officer will be an important part of the LEADER team and will be expected to work as part of a team.

 

WHO THEY ARE RESPONSIBLE TO:

Your line manager will be the LEADER Rural Development Programme Manager.

 

MAIN TASKS OF THE JOB:

·      Working closely as part of a small team with the company’s LEADER Programme Manager and Project Development Officers.

·      The administrator is expected to become fully versed on the Programme Operational rules, within a few weeks of joining the company.

·      To be aware of any circulars received and the impact they have on the Programme Operational rules.

·      To adhere to the procedures set up within the organisation to ensure that the Programme Operational rules are met, and work with the Programme manager should any deviations to these procedures be required.

·      Liaising with Project Development Officers, as required to ensure that the relevant data is received in a timely manner to allow the project to proceed to claim stage.

·      The processing of Expression of Interest Forms (EOI) Applications and Claims documents, presenting for final approval, and entering the claim on the Dept’s CRM system.

·      The timely response to Dept queries on funding applications and claims.

·      The processing of the company’s monthly administration returns for expenditure and posting on the Dept CRM system.

·      Updating the CRM system, with decommitments and project Key Performance Indicators as requested by Pobal and the Programme Manager.

·      Monitoring contract extensions dates and running monthly listing to ensure all projects are always in date, prior to drawdown of payments.

·      Attendance at programme and project team meetings as required.

 

General Duties:

 

  • To carry out all other duties and tasks that the Company’s management may reasonably ask you to undertake.
  • To attend meetings as requested as part of the staff team.
  • To document work in a manner that is in accordance with best practice and in line with Company requirements.
  • To participate in annual review of assignment responsibilities.
  • Participate in training and development programmes / courses where such are deemed necessary by the Company.
  • Adhere to KLP procedures and policies.
  • Assist in the organisation and hosting of occasional events, some of which may occur outside office hours, and to attend and assist when reasonably requested.
  • To document work in a manner that is in accordance with best practice and in line with Company requirements
  • Undertake any other relevant work as assigned from time to time by the Line Manager, CEO or Board.
  • To maximise and lobby for new initiatives that may be of benefit to the KLP vision statement.
