
County Kilkenny LEADER Partnership is seeking quotations for the recording of a case study that reflects the work of the Social Inclusion Programme Community Activation Programme (SICAP), 2024 – 2028. The focus for the 2026 case study will be enterprise supports delivered through SICAP.
The aim of SICAP is to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration. SICAP is a targeted, holistic programme for those who are most disadvantaged and less likely to use mainstream services, which provides supports directly to beneficiaries and links them into existing services. It is a multi-faceted programme that provides supports to respond to individual and community needs, aiming to ensure that beneficiaries receive quality, tailored supports, while also allowing flexibility to adapt actions to local need. The progarmme also prioritises local engagement and partnerships, between SICAP Programme Implementers, disadvantaged individuals, community organisations and public sector agencies.
In 2025 through SICAP KLP worked with 57 individuals/micro enterprises from the earliest stages of planning up to (30 businesses), moving into trading. The majority of the 57 individuals would have come to KLP through the Department of Social Protection Back to Work Enterprise Allowance progarmme within other being referred across from other supports within the organisation. A particular spike in intetest in 2025/2056 can be seen across New Arrivals – people seeking International Protection and individuals from Ukraine who have an interest the establishment of food enterprises.
Supports extend across financial planning, marketing, compliance, taxation, sourcing premises and follow up in terms of business performance, managing taxation and growth.
The purpose of the Case Study is to capture the types of support offered by SICAP to enterprises clients. It should also capture the ambitions of the individuals in the 3 enterprises chosen, their impressions of how the supports offered enabled them to establish their businesses. It should also reflect challenges and levels of success.
The case study video should reflect;
- What the identified need/issue/challenge was,
- Who was involved and why.
- A description of each enterprise and the supports provided by SICAP and how this linked back to the needs of the individuals
- The change at individual /opportunities created
- A clear description of challenges faced, and lessons learned for the enterprises and for the programme.
The video should be approx. 8 minutes long.
Responses should include;
- An outline of approach
- Identification of the role of KLP in making of video
- Timelines
- Clear detail of costs.
- Examples of previous work
- Evidence of relevant insurances and tax compliance
