Kilkenny LEADER Partnership is a non-profit community led, independent, local development company with 22 years experience delivering for communities and businesses of Co Kilkenny. This Community Led Local Development is now under threat. The Government proposes that core funding for LEADER and associated programmes be delivered through County Council led committees.
To challenge implicit claims and suggestions by government sources that the existing community-based ‘local development companies’ delivering LEADER and other programmes were not offering value for money and that staff were over-paid in relation to their competitors, the representative network of the companies-the Irish Local Development Network (ILDN) commissioned Smith Everett & Associates to complete an empirical study to examine these claims and what “Value for Money” (VFM) the system offered compared to the proposed alternatives.
